Companies doing business in Missouri may be regulated by the department under one or several Missouri laws and regulations. Permits are a necessary part of the environmental business because it is our first and best opportunity at assuring environmental protection and compliance. It is the department’s goal to make the permitting process as timely, protective and cost effective as possible.
Master General Permits
Master general permits are issued to multiple locations where activities are similar enough to be covered by a single set of requirements to limit emissions and discharges. All facilities receiving a general permit must follow the conditions and pre-set limits contained in that general permit until it expires or until the facility obtains a site-specific permit.
Site-Specific Permits
Site-specific permits are issued to one location, on a case-by-case basis. They are written to be specific to that individual facility or location. These permits regulate what that facility can do and how they do it. Site-specific permits usually are most appropriate for regulating large or complex facilities and processes.

In Missouri, a permit is required for anyone working on water wells, monitoring wells, pumps, heat pumps or drilling test holes. If you are planning to contract or subcontract work to drill, construct, repair, reconstruct or plug water wells or install water well pumps, you may need to apply for a Restricted Well and Pump Installation Contractor Permit. Rock Climbing/ Rappelling Permit | Agency/ General » Other | Rock climbing is allowed at four state parks and rappelling is allowed at five. If you would like to rock climb or rappel in Missouri State Parks, you must obtain a Rock Climbing/ Rappelling Permit. If your business will haul scrap tires to processing facilities, you are required to apply for a Scrap Tire Hauler Permit. You will not be required to obtain a permit if your activity falls into one of the following categories, provided you do not create pollution, a public nuisance or a health hazard.

Section 401 Water Quality Certification | Water » Water Quality | If your business plans to perform any work in a waterway or wetland, you may be required to submit a Section 401 Water Quality Certification. Contact the appropriate U.S. Army Corps of Engineers district to determine if a federal permit is required. If there is no federal permit required, then you are not required to obtain a 401 Water Quality Certification from the department. |
Sewer Extension Construction Permit | Water » Wastewater | If your business plans to construct a gravity sewer extension, force main and lift station, you may need a site-specific Sewer Extension Construction Permit. You may also need this permit if you plan to construct a non-earthen flow equalization storage basin at a lift station and an inline storage. |

Solid Waste Permit Exemption | Waste and Recycling » Solid Waste | Some activities or waste management processes may be exempt under solid waste permitting requirements. Certain waste materials may be salvaged for continued use, or recovered and reused for another purpose that extends the value of that materials. Some waste recovery, reuse or repurposing activities may not require a permit, as long as the activity does not cause a hazard to human health, a hazard to the environment or a public nuisance. Examples of common activities and wastes include beneficial use, clean fill, composting, construction and demolition waste, NORM and TENORM. Although the activities may be exempt from solid waste permitting requirements, there may be criteria you must meet to be granted this exemption.
