Companies doing business in Missouri may be regulated by the department under one or several Missouri laws and regulations. Permits are a necessary part of the environmental business because it is our first and best opportunity at assuring environmental protection and compliance. It is the department’s goal to make the permitting process as timely, protective and cost effective as possible. 

Master General Permits

Master general permits are issued to multiple locations where activities are similar enough to be covered by a single set of requirements to limit emissions and discharges. All facilities receiving a general permit must follow the conditions and pre-set limits contained in that general permit until it expires or until the facility obtains a site-specific permit.

Site-Specific Permits

Site-specific permits are issued to one location, on a case-by-case basis. They are written to be specific to that individual facility or location. These permits regulate what that facility can do and how they do it. Site-specific permits usually are most appropriate for regulating large or complex facilities and processes.

If your business is a Class I Concentrated Animal Feeding Operation and Class II Animal Feeding Operations that are defined as a CAFO, you must obtain a Concentrated Animal Feeding Operation MO-G010000 Master General Permit.

Construction or Land Disturbance Master General Stormwater Permit MORA00000 Water » Stormwater

If your business plans to disturb one or more acres of land, you are required to obtain a Construction or Land Disturbance Master General Stormwater Permits MORA00000 to address stormwater discharges from property. In addition, construction activities that disturb less than one acres when part of a larger common plan of development or sale that will disturb a cumulative total of one or more acres over the life of the project also require this permit.

Dam and Reservoir Agriculture Exemption Permit Land and Geology » Dam and Reservoir;

If you are planning to build a water reservoir that includes a dam 35 feet in height or higher and will be primarily used for agriculture purposes, you can apply for a Dam and Reservoir Agricultural Exemption Permit. If for any reason the department denies your exemption request, you will be required to apply for a Dam and Reservoir Safety Construction Permit, Dam and Reservoir Safety Registration Permit or Dam and Reservoir Safety Permit.

If you are proposing to build a new dam 35 feet or more in height, you are required to obtain a Dam and Reservoir Safety Construction Permit before construction and a Dam and Reservoir Safety Permit to operate the dam and reservoir once construction is complete. If you plan to make significant modifications to an existing dam that meets the height threshold, a Dam and Reservoir Safety Construction Permit is also required.

If you have obtained and constructed a dam or reservoir under an approved Dam and Reservoir Safety Construction Permit, you will need to apply for and renew a Dam and Reservoir Safety Permit to continue operation.

If you own an existing dam built prior to Aug. 13, 1981 that is 35 feet or more in height, you are required to obtain a Dam and Reservoir Safety Registration Permit.

If your business plans to discharge wash water, stormwater and return water from aggregate dredging operations on the Missouri and Mississippi rivers, you must obtain a Dredged Aggregate to Big Rivers MO-G698000.

Discharges from Dredged Aggregate to Lakes/ Rivers/ Harbors Permit MOG690000 Water » Wastewater

If your business plans to dredge waterways that will return water and stormwater runoff from the dredged material deposition sites and other disturbance resulting from maintenance dredging of lakes and rivers, you must obtain a Discharges from Dredged Aggregate to Lakes/ Rivers/ Harbors MO-G690000 master general permit.

Water » Operator Certification

If you would like to become a licensed drinking water treatment operator or a drinking water distribution operator, visit the department's Operator Certification webpage. Fabricating Metal, Light Industrial Master General Stormwater Permit MOR203000 Water » Stormwater

If your business operates a ferrous and nonferrous foundry, casting, extrusion, rolling, galvanizing and finishing, structural steel production, light metal fabrication and electrical equipment manufacturing, you must obtain a Fabricating Metal, Light Industrial General Stormwater Permit MOR203000 to address stormwater discharges from the property.

Feedstock Compost Sites Permit MOG920000 Water » Wastewater

If your business is designed and operated as a no-discharge, mixed feedstock composting facility under 20 acres, you must obtain a Feedstock Compost Sites MOG920000 master general permit.

Fish Farms/ Hatcheries Permit MOG130000 Water » Wastewater

If your business plans to operate a flow-through concentrated aquatic animal production facility, you must obtain a Fish Farms/ Hatcheries MOG130000 Master General Permit.

Geocaching and Letterboxing Permit Agency/ General » Other

If you would like to place a cache in a Missouri State Park, you will need to apply for a Geocaching and Letterboxing Permit and follow specific steps and guidelines provided by Missouri State Parks. Hazardous and Solid Waste Amendments Part 2 Permit Waste and Recycling » Hazardous Waste;
Waste and Recycling » Hazardous Waste Treatment, Storage and Disposal

This is one of two possible permits that make up a hazardous waste permit. A Hazardous and Solid Waste Amendments Part 2 Permit contains the federal hazardous waste management regulations administered by EPA that Missouri has either not adopted or has adopted but EPA has not yet given Missouri temporary or final authorization to administer. This "Part 2" permit is issued by EPA, if warranted. EPA does not issue a Part 2 Permit if EPA has no site-specific conditions for that particular facility. Please visit the Hazardous Waste Permit.

Hazardous Secondary Material (formerly known as Resource Recovery) Waste and Recycling » Hazardous Waste

If you or your business produce or store used or “spent” product, by-product or sludge that, when discarded, would be identified as a hazardous waste, but you would prefer to handle it as a hazardous secondary material, you must submit a Notification of Regulated Waste Activity form and attach a completed Hazardous Secondary Materials addendum.

In the event there is a situation that presents an immediate and significant threat to human health or the environment based on hazardous waste issues, the department may issue a Hazardous Waste Emergency Permit. If your business already has a hazardous waste permit, this permit would allow you to treat, store or dispose of a hazardous waste not covered by your effective permit. Non-permitted companies may also receive an emergency permit to allow them to temporarily treat, store or dispose of hazardous waste. The emergency permit clearly specifies the hazardous wastes the company intends to handle and how they are allowed to treat, store or dispose of the wastes.

If you produce or store some form of hazardous waste as a result of your business processes, you may be required to register as a hazardous waste generator.

If you want to actively treat, store (for more than 90 days) or dispose of hazardous waste in Missouri, you are required to get a Hazardous Waste Permit. Certain “inactive” hazardous waste treatment, storage or disposal facilities may also be required to obtain a permit in order to investigate, monitor and clean up hazardous waste release to the environmental at their facility.

If your business owns or operates a hazardous waste treatment facility and wants to use new and experimental treatment technologies that do not fall under current regulation standards, you may apply for a Hazardous Waste Research, Development and Demonstration Permit.
