Companies doing business in Missouri may be regulated by the department under one or several Missouri laws and regulations. Permits are a necessary part of the environmental business because it is our first and best opportunity at assuring environmental protection and compliance. It is the department’s goal to make the permitting process as timely, protective and cost effective as possible. 

Master General Permits

Master general permits are issued to multiple locations where activities are similar enough to be covered by a single set of requirements to limit emissions and discharges. All facilities receiving a general permit must follow the conditions and pre-set limits contained in that general permit until it expires or until the facility obtains a site-specific permit.

Site-Specific Permits

Site-specific permits are issued to one location, on a case-by-case basis. They are written to be specific to that individual facility or location. These permits regulate what that facility can do and how they do it. Site-specific permits usually are most appropriate for regulating large or complex facilities and processes.

Oil and Gas Commercial Operator License Land and Geology » Oil and Gas

If you plan to drill and/or operate an investor-funded oil or gas drilling site that produces enough oil or gas to be commercially viable, you may be required to obtain an Oil and Gas Commercial Operator's License.

Oil and Gas Non-Commercial Operator License Land and Geology » Oil and Gas

If you plan to drill or operate a gas well for the sole purpose of furnishing gas for private domestic consumption by the owner and not for resale or trade, you may be required to obtain an Oil and Gas Non-Commercial Operator's License.

Oil and Gas Permit to Drill or Modify Well Permit Land and Geology » Oil and Gas

If your business plans to drill or modify an oil or gas production well and underground injection control wells (enhanced oil recovery, disposal and hydocarbon storage wells), you may be required to obtain an Oil and Gas Permit to Drill or Modify Well Permits. The department has records for more than 10,000 wells in Missouri.

Oil and Gas Permit to Inject or Injection Permit Modification Land and Geology » Oil and Gas

If you are a licensed operator planning to inject fluids including steam with or without chemicals underground into porous geologic formations, you may need to apply for an Oil and Gas Injection Well Permit. Injection wells have a range of uses including disposing of produced water or enhancing oil production.

Oil/ Water Separators Permit MOG140000 Water » Wastewater

If you own an establishment such as a vehicle repair shop, transformer station or pipeline compressor station and plan to discharge from oil/ water separators or similar wastewater treatment devices whose sole function is the treatment of stormwater or water without detergents or additives used to rinse or wash down pavements, you must obtain an Oil/ Water Separator MOG140000 Master General Permit. This permit does not apply to establishments that are required to apply for a permit under the stormwater regulations found in 10 CSR 20-6.200. The permit does not apply to the discharges of wastewater treatment devices for the treatment of vehicle or equipment wash waters.

Open Burning Notification Air

Open burning is the burning of any materials in which air contaminants are emitted directly into the air without first passing through a stack or chimney. The Missouri Department of Natural Resources does not issue permits for open burning. Prior to conducting any open burning, businesses and citizens should contact the city or county of jurisdiction for any local restrictions.

If your business plans to remove topsoil and other soil material to expose the mineral commodity, you may need an Industrial Minerals Mines Permit - Open Pit Mining. Industrial mineral open pit mine sites range in size from one acre sand and gravel pits to 1,000 acre limestone sites.

Pesticide Applications Permit MOG870000 Water » Wastewater

If your business sprays biological and chemical pesticides that leave a residue in waters of the state, you must obtain a Pesticide Applications MOG870000 master general permit. The permit requires applicators to implement site-specific control practices and other pest management strategies that are designed to minimize discharges of pesticides/ herbicides to waters of the state.

Petroleum Impacted Water Remediation Permit MOG940000 Water » Wastewater

If your business discharges wastewater or stormwater associated with petroleum impacted water at any industrial or commercial facility, you must obtain a Petroleum Impacted Water Remediation MOG940000 master general permit.

Petroleum Storage < 250,000 Gallons Permit MOG350000 Water » Wastewater

If your business property includes an above ground storage tank that has the capacity to hold pre-consumer or post-consumer petroleum products, ethanol or biodiesel totaling more than 20,000 gallons, but less than 250,000 gallons, you must obtain a Petroleum Storage < 250,000 Gallons MOG350000 master general permit.

Phase II Municipal Separate Storm Sewer Systems (MS4) Comprehensive Master General Stormwater Permit MOR04C000 Water » Stormwater

If your business plans to discharge from a regulated Phase II Municipal Separate Storm Sewer Systems, you must obtain a Phase II Municipal Separate Storm Sewer Systems Comprehensive General Stormwater Permit MOR04C000 to address stormwater discharges from the property. This system collects stormwater runoff from roads with drainage systems, municipal streets, catch basins, curbs, gutters, ditches, man-made channels, storm drains from cities, townships, counties, military bases, hospitals, prison complexes, highway departments, universities and more. If your business operators is a plastics and rubber manufacturing, molding and recycling facility, you must obtain a Plastics and Rubber Manufacturing General Stormwater Permit MOR23D000 to address stormwater discharges from the property.

Polychlorinated Biphenyls (PCBs) Facility Permit Waste and Recycling » Hazardous Waste;

If your company plans to commercially treat, store or dispose of PCBs and PCB items in Missouri, you are required to obtain a Polychlorinated Biphenyls (PCBs) Facility Permit.

Public Drinking Water Construction Permit Water » Drinking Water

If your business plans to construct a public water system that will supply drinking water to the public, you must obtain a Public Drinking Water Construction Permit. You must obtain this permit if you also plan to complete the following construction projects to the water system: waterline extensions, waterline replacements, drilling water supply well, construction a storage tank, adding a disinfection system, treatment changes, building a pump station or other improvements or modifications. A public water system has at least 15 service connections or serves at least 25 people at least 60 days out of the year. If your business plans to connect to a permitted public water system, then you are not required to obtain this permit.

Public Drinking Water Design Standards Exception Request Water » Drinking Water

Construction of new public water systems and expansions, alterations, or modifications of an existing public water system must conform to the department’s Design Standards. If your public water system would like to request an exception to these standards, you will need to submit a Public Water Systems Design Standards Exception Request. 

Public Drinking Water Emergency Exception Request Water » Drinking Water

If your public water system is faced with a critical situation such as currently out of water, drought, flooding, storm damage or other natural disaster and are in need of making emergency construction repairs, you may need to apply for a Public Water Systems Emergency Exception Request.

Public Drinking Water Permit to Dispense Water » Drinking Water

If your business plans to operate a public water system that supplies drinking water to the public, you must obtain a Public Drinking Water Permit to Dispense. A public water system has at least 15 service connections or serves at least 25 people at least 60 days out of the year. If your business plans to connect to a permitted public water system, then you are not required to obtain this permit.

If you want to treat, store or dispose of hazardous remediation waste at a remediation waste management site in Missouri, you may be required to follow a Remedial Action Plan. The plan lists conditions about how to treat, store or dispose of hazardous remediation waste.
