The Missouri Department of Natural Resources' goal is to make the permitting process as timely, protective and cost effective as possible.
Listed below are different types of businesses and a general description of that business. Depending on the complexity of the business operations, the permitting process may be rather extensive and require more than one permit.

Air Transportation | This business transports people or cargo using aircrafts such as airplanes or helicopters. Missouri boasts nearly 500 aviation facilities, including publicly owned airports. More than 190,000 tons of cargo are transported by air in Missouri each year. |
Asphalt Company | A business primarily engaged in manufacturing asphalt and tar paving mixtures and paving blocks made of asphalt and various competitions of asphalt or tar with other materials. |
Asphalt Paving | A business primarily engaged in manufacturing asphalt and tar paving mixtures and paving blocks made of asphalt and various competitions of asphalt or tar with other materials. |
Auto Repair Shop | A business where automobiles are repaired or serviced by auto mechanics and technicians. |
Automobile Salvage Yards | A business that collects old or wrecked automobiles, boats or metal to recycle or dispose of, or resell useful parts. |
Biodiesel Manufacturing | This business produces biodiesel by mixing vegetable oils, yellow grease, used cooking oils, or animal fats. The biodiesel fuel is produced by transesterification—a process that converts fats and oils into biodiesel and glycerin (a coproduct). Biodiesel is distributed from the point of production to fuel terminals and wholesalers by truck, train, or barge. B5 is sometimes shipped by pipeline. Most biodiesel distributors will deliver B20 or B100 depending on the retailer's preference. |
Biomedical Manufacturing | Biomedical Manufacturing is the production of medical grade implant devices used internally in the human body such as pacemakers, bone prosthetics or metal plates. |
Biosolids Applicator | An individual or business that spreads biosolids for beneficial use. Biosolids are a product of the wastewater treatment process. During wastewater treatment the liquids are separated from the solids. Those solids are then treated physically and chemically to produce a semisolid, nutrient-rich product known as biosolids. The terms ‘biosolids’ and ‘sewage sludge’ are often used interchangeably. Biosolids that are land applied must meet federal and state requirements. |
Camps/ Parks | Property used by the public for recreational purposes including temporary accommodations of tents, campers/ motorhomes, picnics, playgrounds or other structures. |
Car Rental Agency | A company that rents or leases automobiles for short periods of time for a fee. |
Car Wash | An area or structure equipped with facilities for washing automobiles. |
Chemical and Allied Products Manufacturing/ Refining | A business that manufactures and distributes paints, personal and household products, crop protection and public health products. The products are created by transforming organic and inorganic raw materials through a chemical processes. |
Coal Mines and Related Facilities | A business that extracts coal deposits from the earth's surface and from underground. |
Composter | A business that processes organic waste into fertilizer. Composting is the natural process of recycling organic matter, such as leaves and food scraps into a valuable fertilizer that can enrich soil and plants. |
Composting/ Yard Waste Facility | Any solid waste facility designed to handle and process a very high volume of organic and yard waste collected from grocery stores, restaurants, campus communities, lawn care businesses or the public. The compost process turns the organic and solid waste into a valuable fertilizer product. |
Concentrated Animal Feeding Operation | An operation is defined as an animal feeding operation (AFO) if the facility confines, stables or feeds animals for 45 days or more in a 12-month period and a ground cover of vegetation is not sustained over at least 50% of the confinement area. An operation is defined as a concentrated animal feeding operation (CAFO) if it meets the definition of an animal feeding operation and also confines more than 1,000 animal units (1,000 animal units is equal to 2,500 swine, 100,000 broilers, 700 dairy cows or 1,000 beef steers).An operation's class size is a category that is based upon the total number of animal units confined at an operation. The Class 1C, 1B and 1A are categories that start at 1,000, 3,000 and 7,000 animal units respectively and are required by state regulation to obtain a permit. |
Concrete Batch Plant | A concrete plant includes equipment that combines various ingredients such as water, air, sand, aggregate, fly ash or slag to form concrete. |
Construction Company | A type of business, company or organization created to construct a variety of buildings, apartments, infrastructure or developments. This type of business can build commercial or residential structures. |
Convenience Store | A small retail business that offers a convenient location, extended open hours and stocks a range of household goods, groceries and sells gasoline fuel. |
Cotton Gin | A facility that uses machines to quickly and easily separate cotton fibers from their seeds. The fibers are processed into clothing or other cotton goods. |
Crematorium | An establishment or structure used to cremate human or animal remains of those that have passed away, usually as part of a funeral ceremony. |
Dairy | A farm used for producing milk and milk products from cows or goats. |
Demolition/ Renovation Activities | The department regulates demolition and renovation projects for institutional, commercial, public and industrial structures, as well as residential structures. Any individual, business or other entity beginning this type of project should also be aware of the various state regulations and local ordinances and regulations that apply to a project before it starts. There may be local ordinances that are stricter than the state’s rules and regulations, so be sure to check with local city and county regulatory agencies before you begin the project. |
Domestic Wastewater Treatment Facility | A system or facility for treating, neutralizing, stabilizing or disposing of domestic wastewater from private residences and wastewater from other premises. The system or facility has a designed capacity to receive more than 2,000 gallons of domestic wastewater. |
Dry Cleaner/ Laundry Services | A facility that uses chemicals and liquids other than water to clean clothes, rugs, bedding, upholstery and other items. The business may also iron and starch clothing as part of the process. |
Electronic, Electrical Equipment and Components | A business that primarily manufactures electronic supplies and equipment including wires, transistors, insulators, electric motors, circuite boards and other electrical fixtures. |
Electronics Manufacturer | A business that designs, manufactures, tests, distributes and provides return or repair services for electronic parts, components and assemblies. |
Explosives Manufacturer | A facility where explosives are manufactured to sell or used, processed, handled, moved onsite or stored in relation to their manufacture. |
Fabricated Metal Products | A facility that creates products or structures by cutting, bending and assembling metal material. |
