Permits are required to build, erect, alter, replace, operate, use or maintain existing point sources of water pollution. A master general permit is one permit issued to multiple locations where activities are similar enough to be covered by a single set of requirements. However, most wastewater permits are site-specific, meaning one permit is issued to one location to reflect the unique nature of that specific wastewater, stormwater or the receiving water. 

As a permit nears its expiration, it is redrafted, modified if needed and made available for public review and comment. The department reviews all public comments before making a decision about the permit. 

If a permittee submits a timely and sufficient application to renew a permit and, through no fault of the permittee, the department is unable to issue the renewed permit before the current permit expires, Code of State Regulations 10 CSR 20-6.015(10)(C) allows the permit to be administratively continued. The terms and conditions of the expired permit remain in effect until the department issues or denies the permit renewal. 

Currently Effective Permits

The following table contains electronic copies of all currently effective site-specific wastewater permits — not master general permits — issued by the department. This includes Concentrated Animal Feeding Operation (CAFO) permits, stormwater permits, wastewater permits and underground injection control well permits. These facilities have been authorized to either discharge to waters of the state, or to operate a no-discharge wastewater treatment facility. The department adds each site specific wastewater permit as it is issued.
