The Missouri Advisory Council on Historic Preservation (MOACHP) administers the State Historic Preservation Act (Missouri Revised Statutes sections 253.408 to 253.412, RSMo) and Missouri’s Unmarked Human Burial Sites Act (sections 194.400 to 194.410, RSMo). The council plays a key role in preserving Missouri's cultural heritage by providing advice, guidance and professional recommendations to the State Historic Preservation Officer in carrying out the responsibilities of the National Historic Preservation Act of 1966 (as amended) and other duties The council reviews all Missouri nominations to the National Register of Historic Places and advises the State Historic Preservation Officer before submitting to the national register. The council also provides general advice, guidance, and professional recommendations to the State Historic Preservation Officer in conducting the comprehensive statewide survey, preparing the State Historic Preservation Plan, carrying out any grants-in-aid program and carrying out the other duties and responsibilities of the State Historic Preservation Officer.

Council Meetings

The council meets at least three times a year to vote on finalized drafts of National Register nominations submitted to the State Historic Preservation Office. Links to the draft nominations are posted below before the meeting occurs. After each council meeting, the council's decision is also posted below. The public is welcome to attend these meetings, which may be in person, by conference call or through Webex. The department cannot guarantee the quality of the Webex or conference call options. The department attempts to correct any technical difficulties as they arise, but the meeting will not be subject to change or repeat due to any technical difficulties.

If you would like to address the council on any agenda item, you will need to notify the department before the meeting. You can do this by emailing the council secretary at chris.tellman@dnr.mo.gov if attending by Webex or conference call. If attending in person, you can complete a Speaker Request form that will be available at the registration table at the meeting.

Council Structure

The Missouri Advisory Council on Historic Preservation is made up of nine members, all of which are appointed by the governor and confirmed by the Senate. The council consists of both professional and nonprofessional members. Professional members have expertise and knowledge in the fields of history, historic and prehistoric archaeology, architectural history, architecture and economic and community development, such as architects, historians and archaeologists. Nonprofessional members demonstrate interest in historic preservation.

Council members serve two-year terms. If you are interested in serving on this council, a current Application for Gubernatorial Appointment is required for consideration. You can apply online on the Missouri Boards and Commissions website.
