The Missouri Solid Waste Advisory Board advises the department about the effectiveness of its technical assistance program and challenges experienced by the solid waste management districts in developing and implementing solid waste management plans. The board advises the department on the effects of proposed rules and regulations upon solid waste management districts, the criteria used in awarding grants under Section 260.335, RSMo and the waste management issues related to the districts. Additionally, the board advises the department in developing improved methods of solid waste minimization, recycling and resource recovery, reports on unfunded solid waste management projects and such other matters as the board may determine. The Missouri Department of Natural Resources' Waste Management Program assists the advisory board in its duties.

Advisory Board Meetings

The advisory board meets four to eight times a year. Agenda items vary, but they typically include discussion on rules, grants and solid waste management issues. The public is welcome to attend these meetings, which may be in person, by conference call or through Webex. The department cannot guarantee the quality of the Webex or conference call options. The department attempts to correct any technical difficulties as they arise, but the meeting will not be subject to change or repeat due to any technical difficulties.

If you would like to address the advisory board on any agenda item, you will need to notify the department before the meeting. You can do this by emailing the board secretary at shari.forbis@dnr.mo.gov if attending by Webex or conference call. If attending in person, you can complete a Speaker Request form that will be available at the registration table at the meeting.

Board Structure

The Solid Waste Advisory Board is made up 25 members. Twenty members are the chairpersons of the executive boards of each of the 20 solid waste management districts. The five remaining members are appointed by the Missouri Department of Natural Resources and include the following:

  • Two members must represent the solid waste management industry and have an economic interest in, or conduct activities with, any solid waste facility or operation
  • One member may represent the solid waste composting or recycling industry businesses
  • Two members are public members who have demonstrated interest in solid waste management issues and  have no economic interest in, or activity with, any solid waste facility or operation. They may own stock in a publicly traded corporation that may be involved in waste management, as long as such holdings are not substantial. 

Solid Waste District chairpersons serve as long as they are in that position. Appointed members serve three-year terms and are limited to two consecutive terms. If you are interested in serving on this board, contact the Waste Management Program at wmp@dnr.mo.gov.
