The State Oil and Gas Council adopts and amends rules and regulations pursuant to Missouri Revised Statute Chapter 259, RSMo, pertaining to regulating the oil and gas industry in Missouri. Created in 1965 by the Missouri General Assembly, the commission was originally assigned under the Department of Business and Administration. The commission was later reassigned to the Missouri Department of Natural Resources, along with Division of Geological Survey and Water Resources, when the department was created under the Omnibus State Reorganization Act of 1974.
The council promotes the economic development and production of Missouri’s oil and gas resources. The council works to ensure that wastes generated by oil and gas wells are managed properly and protects groundwater aquifers that may be affected by oil and gas well drilling. The council establishes standards for well drilling or operation, underground storage of hydrocarbons, the production of oil and gas and to establish fees to administer the law. The Missouri Department of Natural Resources' Geological Survey Program assists the council in its duties.
Council Meetings
The council meets at least four times a year. The public is welcome to attend these meetings, which may be in person, by conference call or through Webex. The department cannot guarantee the quality of the Webex or conference call options. The department attempts to correct any technical difficulties as they arise, but the meeting will not be subject to change or repeat due to any technical difficulties.
If you would like to address the council on any agenda item, you will need to notify the department before the meeting. You can do this by emailing the council secretary at cara.bird@dnr.mo.gov if attending by Webex or conference call. If attending in person, you can complete a Speaker Request form that will be available at the registration table at the meeting.

Council Structure
The State Oil and Gas Council is made up of eight members, two of which are appointed by the governor and confirmed by the Senate. The director of the Department of Natural Resources' Missouri Geological Survey, who is the State Geologist, acts as chairperson of the council.

- Director (or designee) of the Missouri Department of Economic Development’s Division of Commerce and Industrial Development
- Director (or designee) of the Missouri Public Service Commission
- Director (or designee) of the Clean Water Commission
- Missouri University of Science and Technology's Professor of Petroleum Engineering
- Member from and designated by the Missouri Independent Oil and Gas Association
- Two public members appointed by the governor, which have an interest in and knowledge of the oil and gas industry and be residents of the state of Missouri. At least one must also be a resident of a third or fourth class county.
