Any installation subject to 10 CSR 10-6.110, except sources that produce charcoal from wood, are required to pay an emission and base fee each year. Base fees are calculated using the information the site or owner/ operator submitted in their Air Emissions Annual Report.
Effect Jan. 1, 2026, the per ton emission fee will be based on a tiered base fee structure, as follows:
- $58/ton emitted in calendar year 2025
- $60/ton emitted in calendar year 2026
- $62/ton emitted in calendar year 2027 and beyond

Invoicing
Invoices will be sent by email after the department's Air Pollution Control Program receives and processes the site's signed Form 1.0 document(s). Our financial section will email the invoice to the site or owner/ operator contact on file in the department's Missouri Emissions Inventory System (MoEIS).
It is imperative that all sites ensure they have up to date contact information to guarantee receiving the invoice. We anticipate emailing invoices weekly. We anticipate that it will take at least two weeks from submittal to invoice if you mail your signed Form 1.0 document(s). If you email your signed Form 1.0 document(s) and do not receive an invoice within two weeks of submitting, please email DNR.APCPCreditCards@dnr.mo.gov or call 573-751-9496.
Convenience Fee Applicable to Credit Card Payments
Effective July 1, 2014, per Missouri Revised Statues section 37.007, RSMo, a convenience fee will be charged to all customers who wish to pay by electronic method. The convenience fee will be retained by a third-party vendor, Collector Solutions Inc., not the Missouri Department of Natural Resources.

Emission Fee Increase and New Base Fee
On Feb. 8, 2024, the department's Air Pollution Control Program came to a consensus with stakeholders to increase the emissions fees. In addition to the traditional per ton emissions fee, the program and stakeholders moved forward with implementing base fees.
The Missouri Air Conservation Commission voted to approve filing the rulemakings for the fee increases on April 25, 2024. The Air Pollution Control Program filed the proposed rule amendments for the emission fee rule, 10 CSR 10-6.110, with the Missouri Secretary of State on June 13, 2024. The commission adopted the rules at their Oct. 24, 2024, meeting. The Missouri General Assembly did not object to the rulemakings during the legislative review period. As a result, the new emission fees go into effect Jan. 1, 2026, requiring payment for emissions that occurred in 2025 to be paid starting in 2026.
