Missouri Emissions Inventory System application banner


The Missouri Emissions Inventory System (MoEIS) is an online air emissions reporting system used by installations required to submit emissions reports. This system is a substitute for the paper version of the annual emissions inventory questionnaire (EIQ), allowing data to be submitted electronically to fulfill reporting requirements. After entering the facility's static site information, submitting future emissions inventories only requires entering process throughputs and updating any necessary information. This makes submitting data much easier and saves time.

The information supplied helps the department track air quality throughout the state.

Accessing MoEIS

Click on the image to access the MoEIS login screen.

Facilities need a User ID and password to access the online system. If you do not have a user ID and password, or need to change your password, contact the MoEIS Helpdesk.

For security reasons, the department will only release login information to a facility representative. If consultants or staff members change, facilities must change passwords to protect their data. Facilities are responsible for securing their login information. 

Data Entry

From the home page, read items on the Message Board and then follow the link to review your contact information. It is very important to review the contact information each year. If changes are needed outside of the reporting window, email eiq@dnr.mo.gov. Include the company name and FIPS county-plant number along with the updated information.

The MoEIS User Manual provides screen-by-screen instructions, data entry tips and any additional requirements. 

Fast Path

The EIQ Fast Path is the starting point for facilities to enter data in the facility's EIQ. Navigate to the Fast Path page by clicking the Fast Path button on the home page or the Fast Path option on the green Inventory tool bar located on many MoEIS windows. Instructions for entering throughput for an emission unit is provided in the MoEIS User Manual.

Submitting Reports

After the data is entered, read through the instructions and click the Submit button.

  • If the report is not successfully submitted due to errors, call the MoEIS Helpdesk.
  • If the report is successfully submitted, enter your email address to receive a PDF copy of your report. Then print out form 1.0, sign and return that form to the department.

Note: Once the report is successfully submitted, the Submit button is no longer available. If a submittal needs to be revised, call the MoEIS helpdesk.

MoEIS Helpdesk

The MoEIS Helpdesk is available during regular business hours. We are able to resolve most issues quickly with an exchange of emails or a phone call. If you would like in-person assistance, you can make an appointment to come to our Jefferson City office, or we can schedule a time for our staff to come to you.
