Water quality restoration and protection requires a watershed approach, using a watershed based plan that is “locally-led and driven” in conjunction with government agencies. Locally-led efforts have resulted a number of department-accepted watershed based plans being developed. Plans accepted by the U.S. Environmental Protection Agency (EPA) and the department are eligible for Section 319 funding for plan implementation. Plans more than five years old must be updated and accepted in order to be eligible for implementation funding.
