Abandoned landfills are former waste disposal sites that stop operating without proper closure or long-term management, and with no viable responsible party that can be held liable for cleanup. There are no legislative loopholes that landfill owners can exploit to legally abandon the property. In most cases, the property owner experiences financial difficulties, passes away or absconds from the property to avoid responsibility.  

There are 29 known abandoned landfills across Missouri. These sites can pose significant environmental hazards if not addressed. It is a priority for Governor Kehoe and the Department of Natural Resources to address all of these sites.

Currently, the department does not have the legal authority or the funding to adequately address abandoned landfills. However, we are reviewing our records on all known abandoned landfills to better determine the problems that need to be addressed, if present. Additional information about these abandoned landfills will be provided below, as it becomes available.
