Hazardous Waste Facility and Generator Summary Reports
For most waste generators, the hazardous waste reporting requirements have been removed now that the department is able to access the U.S. Environmental Protection Agency's (EPA) E-Manifest data. In March 2026, the department launched its Missouri RCRA (MoRCRA) Data System, which contains waste reporting information required for hazardous waste generators and TSD facilities. Beginning with the July 1, 2025 to June 30, 2026 reporting year, the reporting information displayed is taken from EPA’s e-Manifest system. Those that do have reporting requirements will be able to meet them using MoRCRA.
Filing a Past Due Report
Past due reports will need to be filed using the paper form. To file a paper report, the generator or facility completes the applicable PDF fill-in form below. Do not use the digital signature on the form. Print and manually sign the form. You may either scan and email the report or submit the report by mail to the department address on the form.
Filing Online Reports
Generators required to file either a Generator's Hazardous Waste Summary Reports or a Facility Summary Report will file online through MoRCRA. This part of the system is accessed through the department's Missouri Gateway for Environmental Management (MoGEM) online portal. You must have a MoGEM account in order to access this part of MoRCRA.
- Users who do not have a MoGEM account will need to register online as a new user, selecting HWG as the e-Services to access. For more information, review Registering for a New User Account within the Missouri Gateway for Environmental Management (MoGEM) Portal.
- Users who have an existing MoGEM account do not need to create another account to access MoRCRA. Users can add MoRCRA as an e-Service to the current account as a new ‘Program’. For more information, review How to Add an eService to an Existing MoGEM Account publication.
Once your MoGEM account is created, you will need to login to the MoGEM online portal to access MoRCRA. When you access MoRCRA, there will be a separate button for each hazardous waste generator report on your site page. If your site page does not have either of these buttons, then you have no state reporting requirements. Biennial Report
The Biennial Report is a federally required report for permitted hazardous waste treatment, storage and disposal facilities, large quantity generators and any other generator that opted to handle their hazardous waste as a hazardous secondary material. The report covers every odd-numbered calendar year and is due by March 1 of the following even-numbered year. Generators and facilities required to file a Biennial Report, complete and submit the report through the U.S. Environmental Protection Agency's RCRAInfo system.
