The Boone County Regional Sewer District is requesting bids for the Phenora North Subdivision Neighborhood Improvement District, North Lagoon Closure and Sanitary Sewer Improvements project. Separate sealed bids may be submitted to Boone county Regional Sewer District, 909 Business Loop 70 East., Columbia, MO 65201, until Wednesday, July 15, 2026, at 3 p.m. local time. At that time, all bids received will be publicly opened and read aloud. Bids received after the above-specified time for opening will be returned to the sender unopened. 

This project is financed through the Missouri State Revolving Fund and federal Capitalization Grants to Missouri. Neither the Missouri Department of Natural Resources, its divisions, nor its employees will be party to the contract at any tier.

Obtaining the Bidding Documents

Information and bidding documents for the project are available at American Document Solutions' online plan room at www.adsplanroom.net. Bidding documents may be viewed at no cost. Hardcopies or downloads may be obtained from the designated website for a non-refundable fee. 

Prospective bidders are required to register with the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists or registered plan holders, reports and other information relevant to submitting a bid for the project. All official notices, addenda and other bidding documents will be offered only through the designated website. Neither the owner nor engineer will be responsible for bidding documents, including addenda, if any, obtained from a source other than the designated website. 

Instructions to Bidders

A pre-bid conference will be held June 25 at the Boone County Regional Sewer District office. Bidders are welcome to call the district for technical questions. Contact Elke Boyd, P.E. by telephone at 573-443-2774.

A bid bond must accompany each bid, in the amount of 5% the total amount of the total bid amount. Acceptable forms of bid bonds include a hard copy of the bond or a certified check, payable to the Boone County Regional Sewer District. Regardless of the format, bid bonds must be issued by a surety company authorized to conduct business in the State of Missouri and carrying a rating of A-6 or better as listed in the A.M. Best or equivalent rating guide. The bid bond shall guarantee good faith on the part of the bidder, to enter into contract within 90 days at the price bid, if accepted by the Boone County Regional Sewer District.

Attention of bidders is called to the requirements regarding compliance with Executive Order 12549-Debarment and Suspension and Minority Business Enterprise Utilization. Any bidder or equipment supplier whose firm or affiliate is listed on the General Services Administration publication titled “Lists of Parties Excluded from Federal Procurement or Nonprocurement Programs” will be prohibited from the bidding process. Anyone submitting a bid who is listed will be determined to be a nonresponsive bidder in accordance with 40 CFR 32.

Bidder on the work will be required to comply with the President’s Executive Order Number 11246. Requirements for bidders and contractors under this order are explained in the specifications.

The contract will be awarded by the Boone County Regional Sewer District to the lowest responsible bidder, as soon as practical after the opening of the bids. The Boone County Regional Sewer District reserves the right to reject any and all bids. The successful bidder must register in the Central Contract Registration (CCR) prior to award of a contract resulting from this solicitation. Failure to register prior to contract award may require award to the next successful bidder. See FAR Subpart 4.1103(c). 

The Boone County Regional Sewer District will include in the contract a stipulation that not less than the prevailing hourly wage rate, as found by the Missouri Division of Labor Standards, will be paid to all workers performing work under this contract. The contractor’s bond shall include such provisions as will guarantee the faithful performance of the prevailing hourly wage rate as provided by the contract.
