The Missouri Department of Natural Resources issued a final Missouri Hazardous Waste Management Facility Part I Permit Modification for the Curia Missouri Inc. This modification removes the portion of the property that are not covered under the executed Environmental Covenant from regulation under the permit.

There were no comments made on draft modification to the Part I Permit during the public comment period. Please be aware that any parties adversely affected or aggrieved by the department’s decision to issue the final Part I Permit Modification, or specific conditions of the Part I Permit Modification, may be entitled to pursue an appeal before the Administrative Hearing Commission by filing a written petition by June 18, 2026, as more fully described on page 7 of the final Part I Permit modification.

The Curia site, formerly known as Archimica Inc. and Euticals Inc., is located at 2460 W. Bennett St. in Springfield, Missouri. Curia is conducting post-closure and corrective action activities at the site under a department-issued Missouri Hazardous Waste Management Facility Part I Permit. The facility was operated as a chemical manufacturing facility since 1949. Volatile organic compounds were often used as raw materials at the facility, including methylene chloride, toluene, xylene, 1,2-dichloroethane, methanol, benzene and chloroform. Investigations concluded that soil and groundwater was contaminated at the facility. The permit requires Curia to implement the approved final remedy for the contamination and perform long-term monitoring and maintenance of a closed surface impoundment. Curia currently operates a pharmaceutical chemical manufacturing facility on the site.

On June 25, 2025, Curia submitted a Class 3 Permit modification request to the department, requesting to modify its hazardous waste permit to remove the portion of the property that is not covered under the executed Environmental Covenant from regulation under the permit. Curia completed several environmental investigation and found no contamination in the area proposed for removal. After a thorough technical review of the permit modification request and opportunity for public comment on the draft class 3 permit modification, the department issued a final Part I Permit modification. The final permit modification allows Curia to exclude the specific portion of the property from the permitted facility boundary, as reflected in the updated facility description.

The pubic can review an electronic copy of the final Part I Permit modification below. A redlined version of the permit modification is also provided to show what conditions were modified. Paper copies of the permit modification request and supporting documents are available at the Springfield-Greene County Library District's Library Center, 4653 S. Campbell Ave., Springfield, MO, during their normal business hours, or the department's, Elm Street Conference Center, Jefferson City, MO.
