The village of Benton City is requesting bids for the Benton City Wastewater Treatment Facility Land Application project. Separate sealed bids may be submitted to Klingner and Associates PC, 4501 Paris Gravel Road, Hannibal, MO 63401, until Tuesday, June 9, 2026, at 2 p.m. local time. At that time, all bids received will be publicly opened and read.
The work to be performed under this contract consists of gravel access road improvements, manhole, effluent control structure modifications, 6-inch SDR-21 PVC – 465 linear feet, center pivot irrigation equipment; irrigation floating pump station, electrical and controls, inner berm modifications, air release valve and vault.
This project is financed through the Missouri State Revolving Fund and federal Capitalization Grants to Missouri. Neither the Missouri Department of Natural Resources, its divisions, nor its employees will be party to the contract at any tier.

Contract documents including plans and specifications may be obtained electronically at no charge at www.klingnerplanroom.com. Printing and shipping costs for hard copies are the responsibility of the contractor. You must register with CityBlue as a prime bidder or sub bidder to receive addendums and notices relative to the bid.
Instructions to Bidders
A pre-bid conference will not be held.
A certified check or bank draft, payable to the order of Village of Benton City, Missouri, negotiable U.S. Government bonds (at par value) or a satisfactory Bid Bond executed by the bidder and an acceptable surety in an amount equal to 5% of the total bid must be submitted with each bid.
No less than the minimum salaries and wages, as set forth in the contract documents, must be paid on this project. The contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and Davis Bacon and/or State Prevailing wage rates to be paid under the contract, Segregated Facility, Section 109, and E.O. 11246. MBE, WBE and Section 3-DBE bidders are encouraged to bid. This project must meet the Buy America Build America (BABA) requirements.
The village of Benton City reserves the right to reject any or all bids or to waive any informality in the bidding. Bids may be held by the village of Benton City for a period not to exceed 90 days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of bidders, before awarding the contract.
