The Agricultural Anhydrous Ammonia Rule was delegated to the Missouri Department of Natural Resources through House Bill 3, which became effective Jan. 2, 2023. According to Code of State Regulations 10 CSR 10-6.255, agricultural anhydrous ammonia facilities in Missouri, which includes retail agricultural anhydrous ammonia facilities and distributor or terminal agricultural anhydrous ammonia facilities, must report and pay annual registration and tonnage fees to support the implementation of the state delegated program.
Registration
Each facility must register with the Missouri Fertilizer Control Board. After registering, please reach out to agammoniariskmanagement@dnr.mo.gov to have the Missouri Department of Natural Resources add the facility to the anhydrous ammonia reporting.
Fees
Annual registration and tonnage fees are due on March 31 each year. Fees are calculated based on the previous calendar years tonnage or usage. Fees can be paid online through the Missouri Fertilizer Control Board using the link below. Payment is on the Missouri Department of Natural Resources’ Agricultural Anhydrous Ammonia tab in the portal.
