An Abandoned Mine Land (AML) emergency is a problem that suddenly occurs at an abandoned coal mine, for which there is an immediate need to address the problem due to a high probability of substantial physical harm to the health, safety or general welfare of the public. AML emergencies in Missouri are primarily related to subsidence of underground coal mine workings. For example, an improperly closed mine shaft or a mine roof may suddenly subside and create a dangerous vertical opening in a residential area, or a sudden subsidence event may threaten to significantly damage an occupied structure. When an AML emergency situation is declared, it enables staff to address the problem much more rapidly than is possible under the AML non-emergency program.
