This permit authorizes stormwater runoff and compost wastewater discharges from yard waste composting operation less than 20 acres in size. The acreage is measured by calculating the area that is affected by composting activities, including unloading areas, storage and handling of composting feedstock materials and stockpiling of finished compost. It does not include buffer zones, parking lots, maintenance facilities and stormwater control basins.
This permit allows for the incorporation of up to 5% by volume of animal manure, sewage sludge or similar materials. Facilities wishing to incorporate more than 5% by volume animal waste, biosolids, domestic sewage or septage should apply for the Feedstock Compost Sites MOG920000 Master General Permit. Compost sites that are under 2 acres in size and are operated as no discharge are exempt from permitting requirements. However, exemption from this permit does not imply an exemption from solid waste or air pollution permitting requirements.
Length of Permit
The department issues this general permit for a five-year period. The effective date is Aug. 7, 2023 and expires Aug. 6, 2028. If a facility applies for and receives this permit on Feb. 10, 2024, their permit will expire Aug. 6, 2028.
