This permit authorizes the discharge of stormwater that has not been impacted by wastewater from wood preservation chemicals or products to waters of the state. These facilities are engaged in wood preserving and treating operations. This permit covers wood preserving and treating operations using acid cooper chromate, ammoniacal cooper arsenate, ammoniacal cooper quat, ammoniacal copper zinc arsenate, borates, borax, chromated cooper arsenate, copper azole, copper naphthenate, creosote, micronized/ dissolved copper, oxine copper and pentachlorophenol. Facilities seeking to preserve or treat wood with chemicals other than those listed above must obtain approval from the department or may be required to obtain a site-specific permit.
This permit does not authorize discharge of effluent that has percolated through stockpiles of ash or biochar generated from the incineration of wood waste or any other similar waste materials. Facilities discharging all wastewater and stormwater directly to a combined sewer system connecting to a publicly owned treatment works that has consented to receive such a discharge are exempt from stormwater permitting requirements.

Length of Permit
The department issues this general permit for a five-year period. The effective date is Sept. 1, 2020 and expires Aug. 31, 2025. If a facility applies for and receives this permit on June 1, 2023, their permit will expire Aug. 31, 2025.
