Membership Composition

The council is made up of nine members, including the director (or designee) of the Department of Transportation and eight representatives of the industrial minerals industry. The director (or designee) of the Department of Natural Resources acts as chairperson of the council.

  • Eight industry representatives appointed by the Department of Natural Resources, with no more than four from any one industry
    • Limestone quarrying industry
    • Clay mining industry
    • Sandstone mining industry
    • Sand and gravel mining industry
    • Barite mining industry
    • Granite mining industry
    • Other non-metallic surface mining

Terms

The director of the Department of Transportation or his/her designee serves indefinitely. The eight industry members serve for terms of three years. Any industry member may be reappointed, and all reappointments are for terms of three years. 

Political Affiliation

Statute does not address this issue.

Compensation

All members are to be reimbursed for reasonable expenses incurred during the performance of their official duties in accordance with the reimbursement policy set by the director of the Department of Natural Resources. Reimbursements are to be paid from fees collected under 256.700 RSMo.

Geographic Consideration

Statute does not address this issue; however, all members shall be residents of Missouri.

Responsibilities of the Commission/Members

The Council shall (1) annually review with the state geologist the income received and expenditures made under sections 256.700 and 256.705 RSMo, (2) consider all information and advise the director of the Department of Natural Resources in determining the method and amount of fees to be assessed, (3) represent the best interests of the Missouri mining industry, and (4) serve in an advisory capacity in all matters pertaining to the administration of sections 256.700 and 256.710 RSMo.

At least once per year.

Time Expended by Commissioners for Meetings and Preparation Thereof

Two hours for meetings, not including travel time and overnight lodging. One to three hours for preparation and review of materials.

Requirements for Inclusion of Items on Agenda

Submit to Staff Assistant at least four weeks before the meeting for inclusion on the agenda and distribution of information to the council members for review.
