Art Goodin was named as a Deputy Director for the department's Division of Environmental Quality, effective Jan. 24, 2022. He oversees the Air Pollution Control Program, Central Field Operations Office, St. Louis Regional Office, Southeast Regional Office, Waste Management Program and Water Protection Program.
Art began his career with the Missouri Department of Natural Resources in 2002, as an environmental specialist in the Southeast Regional Office. He worked in water pollution control, spending most of his time on stormwater and land disturbance permitting and inspections. In July 2007, Art joined the department’s Environmental Emergency Response section as an on-scene coordinator in southeast Missouri, working on hazardous materials emergencies, homeland security and emergency management issues. Art left the department in 2011, to work as an environmental manager in the private sector. Art rejoined the department in 2012, and resumed his emergency response duties. In 2014, Art became Chief of the regional office's Water Pollution unit, where he led the unit’s efforts to improve operational efficiency and increase the impact of its compliance assistance activities. Most recently, Art served as Director of the department's Southeast Regional Office, located in Poplar Bluff, since March 2019. He holds a bachelor’s degree in general studies and a master’s degree in Public Administration from Southeast Missouri State University.
