The Missouri Department of Natural Resources invites the public to review and offer written comments on a draft hazardous waste permit modification for the Curia Missouri Inc. facility until March 26, 2026. During the public comment period, anyone can request a public meeting or public hearing about the draft permit. For more information, please contact Elnaz Siami-Irdemoosa..
The Curia site, formerly known as Archimica Inc. and Euticals Inc., is located at 2460 W. Bennett St. in Springfield, Missouri. Curia is conducting post-closure and corrective action activities at the site under a department-issued Missouri Hazardous Waste Management Facility Part I Permit. The facility was operated as a chemical manufacturing facility since 1949. Volatile organic compounds were often used as raw materials at the facility, including methylene chloride, toluene, xylene, 1,2-dichloroethane, methanol, benzene and chloroform. Investigations concluded that soil and groundwater was contaminated at the facility. The permit requires Curia to implement the approved final remedy for the contamination and perform long-term monitoring and maintenance of a closed surface impoundment. Curia currently operates a pharmaceutical chemical manufacturing facility on the site.
On June 25, 2025, Curia submitted a Class 3 Permit modification request to the department, requesting to modify its hazardous waste permit. Curia is proposing to remove the portion that is not covered under the executed Environmental Covenant from regulation under the permit. This will align the terms of the permit with the covenant. Curia has completed several environmental investigation and found no contamination in the area proposed for removal.
The pubic can review an electronic copy of the modification request below. Paper copies of the permit modification request and supporting documents are available at the Springfield-Greene County Library District's Library Center, 4653 S. Campbell Ave., Springfield, MO, during their normal business hours, or the department's, Elm Street Conference Center, Jefferson City, MO. An Open Records/ Sunshine Law Request will need to be submitted to review or obtain copies of the department's files.
Comments on the permit modification request are more effective if they point out legal or technical issues or provide information that is not in the record. Only the conditions being modified are open for public comment. All other conditions of the existing hazardous waste permit Part I Permit will remain in effect until the department or Curia propose another permit modification or until new permits is issued. Written comments may be submitted by mail to Elnaz Siami-Irdemoosa, Missouri Department of Natural Resources, Waste Management Program, P.O. Box 176, Jefferson City, MO 65102-0176 or by email to elnaz.siami-irdemoosa@dnr.mo.gov. The department will review and respond to all written comments and questions received during the public comment period before a final decision is made.
