The city of Clever is requesting bids for expanding the existing wastewater treatment plant. Separate sealed bids may be submitted at the Clever City Hall, located at 304 S. Clarke, Clever, MO 65631, until Tuesday, Nov. 26, 2024 at 10:00 a.m. local time. At that time, all bids received will be publicly opened and read. No bidder may withdraw his bid within 60 days after the actual date of the opening. The city reserves the right to reject any or all bids for a sound, documented reason.
The work to be performed under this contract consists of expanding the existing wastewater treatment plant by providing a mechanically/ manually cleaned bar screen, constructing an influent lift station, emergency storage basin and 8-inch diameter force main, flow diversion structure, 250,000 gpd oxidation ditch, 2-32’ diameter secondary clarifiers, tertiary filter, U.V. disinfection structure, 42’ diameter waste sludge holding basin, sludge transfer station, chemical feed system, flow monitoring, emergency generator and plant piping revisions.
This project is financed through the Missouri State Revolving Fund and federal Capitalization Grants to Missouri. Neither the Missouri Department of Natural Resources, its divisions, nor its employees will be party to the contract at any tier.
Obtaining the Bidding Documents
Copies of the drawings, specifications and other proposed contract documents are on file at the Office of the Engineer, located at 731 W. Mt. Vernon, Nixa, MO 65714. Drawings and specifications for use in preparing bids may be obtained from the Engineer upon submitting a non-refundable $100.00 deposit.
Instructions to Bidders
Each bidder shall file with his bid, a bidder's bond for 5% of the total amount of the base bid made payable to the city of Clever. The bidder to whom a contract is awarded will be required to furnish a performance bond and a payment bond on the forms provided to the city in the amount of 100% of the contract price in conformity with the requirements of the General Conditions. IMPORTANT – Surety companies executing BONDS must appear on the Treasury Department’s most current list (Circular 570 as amended) and be authorized to transact business in Missouri.
A pre-bid conference will be held at Clever City Hall on Nov. 12 at 10:00 a.m.

Wage rates paid on construction work for this project shall be at least equal to the prevailing wage rates as determined by the U.S. Department of Labor and the Missouri Department of Labor and Industrial Relations, Division of Labor Standards. The contractor and his subcontractors will be obligated not to discriminate in employment practices. The nondiscrimination stipulations and wage rate determinations are included in the specifications.
