Proposed Missouri State Implementation Plan Revision: St. Louis Moderate Nonattainment Area Plan for the 2015 Ozone Standard Public Comment Period, June 26, 2023 to Aug. 3, 2023

The Missouri Department of Natural Resources is proposing revisions to the Missouri State Implementation Plan (SIP): St. Louis Moderate Nonattainment Area Plan for the 2015 Ozone Standard.

The Missouri Department of Natural Resources is proposing revisions to the Missouri State Implementation Plan (SIP): St. Louis Moderate Nonattainment Area Plan for the 2015 Ozone Standard. The department will hold two public meetings about the proposed plan. The department will hold a public hearing about the proposed plan during a Missouri Air Conservation Commission meeting. Please follow the link below for more information. 

The department invites the public to review and offer written comments on the proposed plan until Aug. 3, 2023. Written comments may be submitted by mail to Missouri Department of Natural Resources, Air Pollution Control Program, ATTN: Air Quality Planning Section Chief, PO Box 176, Jefferson City, MO 65102-0176 or by email to apcpsip@dnr.mo.gov. Comments submitted by email are limited to 3 MB in size. Comments larger than 3 MB need to be submitted by mail to the address above or call 573-751-4817 to make other arrangements.  

The public can review the proposed revisions below. The purpose of this plan is to address the moderate nonattainment area planning requirements for the Missouri portion of the St. Louis ozone nonattainment area under the 2015 ozone standard. The plan includes five new consent agreements as part of the reasonably available control technology demonstration for industries in the area that emit precursors to ozone. The plan also includes an attainment demonstration based on a photochemical modeling analysis, a demonstration of reasonable further progress, an update to the non-regulatory components of the St. Louis vehicle emissions inspection and maintenance program, new motor vehicle emission budgets for use in transportation conformity determinations, and a contingency plan. This plan fully addresses the Clean Air Act’s moderate ozone nonattainment area planning requirements for the St. Louis area.
