Energy Savings Performance Contracting is a budget-neutral approach to make building improvements that reduce energy and water use and increase operational efficiency. Energy savings performance contracting offers an opportunity to finance energy efficiency investments by leveraging the operational cost savings that projects achieve over time. By partnering with an energy service company (ESCO), a facility owner can use an energy savings performance contract to pay for today's facility upgrades with tomorrow's energy savings without tapping into capital budgets. 

Energy savings performance contracting has helped organizations significantly reduce energy and operating costs and make progress toward sustainability goals. State and municipal buildings, colleges and universities, K-12 schools and hospitals are well-suited for these investments. State and local governments can implement energy savings performance contract projects in their own facilities, as well as promote and support projects through energy savings performance contracting programs.
