City will improve its wastewater treatment system
JEFFERSON CITY, MO, FEB. 16, 2024 – The Missouri Department of Natural Resources has awarded more than $5.4 million in financial assistance to the city of Windsor for upgrades to its wastewater treatment system. The project is estimated to total more than $6.2 million and should be completed by May 2025.
The project includes improvements to the city’s two wastewater treatment facilities and rehabilitation of its collection system. This work will involve construction of a new pump station and force main, along with treatment and flow measurement upgrades. The city will also rehabilitate several sewer mains and manholes.
The project is expected to eliminate discharges to Elm Branch and provide improved wastewater quality, which will also extend the system’s life and efficiency for continued service well into the future.
The funding for the project consists of a $3.2 million loan, a nearly $2.25 million grant through the Clean Water State Revolving Fund and a $803,293 city contribution. The department’s assistance is estimated to save the city’s ratepayers more than $2.2 million in principal and approximately $1.1 million in interest over the loan’s 20-year term.
“Infrastructure such as wastewater treatment systems are crucial to every community,” said Governor Mike Parson. “By providing different types of financial assistance, we can help qualified cities like Windsor maintain and improve their water infrastructure systems, which helps improve the quality of life for Missourians.”
“The department is proud to offer grants and low-interest loans through the Clean Water State Revolving Fund that help Missouri communities with wastewater treatment system improvements that they might not have been able to undertake otherwise,” said Dru Buntin, director of the Missouri Department of Natural Resources.
The Clean Water State Revolving Fund finances improvements to wastewater treatment facilities, sewer collection system rehabilitation and extensions and combined sewer overflow corrections, as well as security, efficiency and conservation measures. Communities who borrow from the fund benefit from the below-market interest rate and from assistance provided throughout their project from a department project manager.
The department is committed to assisting Missouri communities with water and wastewater infrastructure improvement projects. Through its Financial Assistance Center, the department provides funding opportunities for qualified communities with water quality, wastewater and drinking water infrastructure needs. This project will be funded wholly or in part with monies received from the U.S. Environmental Protection Agency.
